Job Summary:
This position is located within the Department of Youth Rehabilitation Services (DYRS), Health Services Administration Division (HSA). The Department of Youth Rehabilitation Services' mission is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety. The Health Services Administration Division is responsible for providing comprehensive medical services to detained and committed youth, who are in the custody of DYRS. The residents are provided services through the following facilities: New Beginnings and the Youth Services Center.
The incumbent in this position provides nursing care that includes personal care, diagnostic support procedures, treatment procedures including ambulation, range of motion exercises, and youth charting and youth teaching. As a Clinical Nurse II, the incumbent functions as a member of the interdisciplinary team in a secure facility, treating youths with a variety of disorders, which may be complicated by physical ailments such as medical or surgical problems. The incumbent will participate with the interdisciplinary team in the development of the treatment program.

Duties and Responsibilities:
The Clinical Nurse II will be responsible for providing comprehensive nursing care to specific patient populations with general and complex problems through nursing interventions and/or case management by either direct care or delegation of responsibility in response to changing care needs. The incumbent will be responsible for the coordinating, planning, implementing and evaluation and revision of an appropriate Plan of Care (POC) and/ or Treatment Plan (TP) in serious and /or emergency situations appropriate for the client's age, developmental level, and diagnosis.

The Clinical Nurse II will also be responsible for the documentation of nursing services, medical care, treatment(s) and collaboration with various disciplines involved in the provision of care while maintaining confidentiality of client information in designated documentation systems. The incumbent will coordinate and follow-up on health care needs and discharge planning through referrals to community resources and other health care providers. Responsible for the administration of medications and treatments authorized by medical staff.

Qualifications and Education:
Possession of a master’s degree in professional nursing; OR
At least one full year of professional nursing experience (equivalent to the GS-7 grade level or above) and possession of a diploma, associate degree, or bachelor's degree in Nursing from an accredited professional nursing educational program. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Licenses and Certifications
A passing grade in the National Council Licensure Examination and possession of a current, active, full, and unrestricted license or registration as a professional nurse from the District of Columbia. This position may require that the incumbent possess a current driver’s license while employed in this position.

Working Conditions / Environment
The work is performed in close proximity to court involved youths within a secured juvenile facility. This might result in an associated risk to personal safety and property.

Other Significant Facts:
Tour of Duty: Day: 7:00am to 3:30pm. Evening: 3:00pm to 11:30pm, including weekends. Incumbent may be required to work rotating shifts in different buildings, be on call in emergency situations such as natural and/environmental disasters, and public health emergencies, depending on work location assignments and program requirements.

Pay Plan, Series and Grade: CS-0610-09.

Promotion Potential: No Known Promotion Potential.

Collective Bargaining Unit (Union):This position is a union position covered by the District of Columbia Nurses collective bargaining unit and may require the payment of an agency service fee through direct payroll deductions.

Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a safety-sensitive position.
